Second day of North East Games

Arunachal bag 16 gold medals

BOMDILA/DIRANG/RUPA, Apr 27: Arunachal  bagged a record 50 medals, including 16 gold, 17 silver and 17 Bronze, on the second day of the 25th North East Games today.

As expected, karate players bagged highest number of medals (8 gold, 2 silver), while Wushu players won 5 gold and Judokas won 3 Gold.

Karatekas Rei Yadi (50 kg), Nabum Nasap (30 kg), Oyi Libang (35 kg), Taat Menia (40 kg),Yomken Noshi (70 kg) won gold in girls category while Neta Menjo (40 kg), Vinod Degio (40 kg) and PC Dingla (45 kg) won gold medals in men’s category. Bulang David and Juna Dada won a silver medal each in Men’s and Women’s category.

In wushu,  Reshma Devi, Anjoy Basumotary, Yaiphabi Chanu, Kishan Chetia and the duo of Jema Brama and Padmini (Dual event) won  a gold medal each in their respective categories.

Three medals-- two silvers and a bronze-- came from 100m race (women), triple jump (men) and long jump (women) respectively. The men and women doubles team won a bronze medal each in badminton.

Meanwhile, three Arunachalee female pugilists -- H Tonibala Chanu, Y  Jibanilata Devi, Lakeeya Soibam  entered final and assured themselves of at least a silver medal each.

In Table Tennis, Oinam Gouridar beat Devraj Dhar of Meghalaya to enter the pre-quarterfinal of Men’s individual event.

NERCPA annual conference begins

with executive meet

NAHARLAGUN, Apr 27: The 13th annual executive committee meeting of North East region Commonwealth Parliamentary Association (NERCPA) began at Nokmey Namati Hall, Arunachal Pradesh Legislative Assembly, Naharlagun today.

The secretary, NERCPA, G P Das presented the annual report, including fund position of the organization. The annual contribution of one lakh rupees from each member state amounted to Rs. 89, 26,222.29 as of today.

In the open discussion session, the house opined that some amount of the money should now be used for developmental purposes or for charity. They also suggested that money could be invested so as to have the highest returns.

Earlier, Arunachal Pradesh Assembly Speaker Wanglin Lowangdong welcomed the house and thanked all the delegates from other North Eastern states who were present in spite of all the inconveniences to discuss various problems affecting these states.

Earlier, the chairman, Charles Pyngrope also thanked all the speakers and deputy speakers of various participatory states for attending the meet.

The three-day long conference would be attended by speakers, deputy speakers and secretaries’ of legislative assembly of the North East.

Meanwhile, Lok Sabha Speaker Meira Kumar accompanied by Lok Sabha Secretary General T K Vishwanathan and 5 others arrived here today on a four days maiden trip to Arunachal Pradesh.

Miera is here to attend the 13th conference of North East Region Common Wealth Parliamentary Association as chief guest on Thursday.

The topic for the conference is ‘Financial Autonomy of Legislative Assembly Secretariat adhering to the provision of the Constitution of India.’ The members will also discuss on holding of a regional seminar on ‘Legislature-Audit Interface.’

On their arrival, the Speaker and her entourage were received by Chief Minister Dorjee Khandu and his Cabinet Colleagues along with State Legislative Assembly Speaker Wanglin Lowangdong and Deputy Speaker T Taloh at Raj Bhawan Helipad this afternoon. Besides MP Ninong Ering, senior officers from the state government including senior police officers were seen receiving the Speaker.

The Lok Sabha Speaker was given guard of honour by the state police on her arrival followed by Ponung parties’ escorting her to the protocol vehicle.

According to the official programme, the Speaker along with her entourage is expected to visit Tawang on 29th of April.

Lok Sabha Speaker called on the Governor Gen JJ Singh at Raj Bhavan in the evening.

While discussing on the strong democratic norms, she said, India is always looked up as a good example of Parliamentary democracy. She shared her views on the strength of democratic institutions. Further, during the meeting, important development projects, especially those related to infrastructure were discussed.

Governor highlighted on eco and cultural tourisms and dwelled on how it will help the local economy and improve the quality of life of the people.

On the indigenous people, Governor said Arunachalees are very simple, patriotic and very hardworking.

Lok Sabha Speaker was accompanied by Lok Sabha Secretary General T K Vishwanathan in the meeting.

Meanwhile, Governor Gen JJ Singh will be addressing the closing function of the two-day conference of North East Region Common Wealth Parliamentary Association on 29th April 2011.

This is the second conference of North East Region Commonwealth Parliamentary Association in the State Capital. Earlier conference was held on 22nd May 2002.

NERCPA was constituted with the aims and objectives to promote the parliamentary democracy, to provide knowledge of constitutional, legislative, socio economic and culture amongst the legislators in particular and the people in general. Since its inception in 1996, this organisation of the region is trying its best to fulfill its aims and objectives as well as to evaluate its utilities and impact.

 

Arunachal inalienable part of

India: Handique

ZIRO, Apr 27: Union Minister for Development of North Eartern Region (DoNER) B K Handique, reiterated the government of India’s stand that Arunachal Pradesh is inalienable part of India. There is no power on earth that can separate Arunachal from India. He said this while praising the sense of patriotism of the people of the state and their love for the fellow countrymen at a public meeting at Ziro, today after laying the foundation stone of Bio-technology research training and Development Centre.  

Arunachal has been the sentinel of the nation in the north east and will continue to be so in future, he added.

Wishing Bihu greeting to the people of the state,  Handique said love and kindness also help build a strong and developed nation. “Our people respect each others’ religion, festivals and custom. We enjoy in others’ happiness and shares their grief. This is what India has since time immemorial,” he said. The central Government particularly the DoNER Ministry has a very soft corner for the state and taking every care to bring the state at par with other states. The DoNER has increased its allocation to 35 percent which is highest among all the NE states and the same highest allocation is also given from the North Eastern Council, he added.

 Terming the construction of  Interstate road from Ziro to Driga near Lilabari (Assam), western ring road from Pine Grove to Kardo, link road from Neelam to Pistana, the minister assured to take up  these projects on priority. The fund for Construction of a Mini secretariat at Ziro to house the office of Deputy commissioner and allied departments will be approved from the North Eastern Council (NEC), he further announced.

Appreciating the Paddy-cum-pisci-culture of Apatani plateau he opined that there is need to make it more sustainable and economically viable. For sanctioning fund to improve it and provide fund for Integrated aquaculture development projects  for Yachuli and Dollungmukh, he instructed NEC officials and the concerned state Department   to prepare detail Project report(DPR) and activity map.

  Arunachal West MP Takam Sanjoy, who accompanied the Union Minister while informing the people that he has been working tirelessly to minimize the gap between Arunachal Pradesh and the Centre assured to do more in the future. He however said his efforts and the Centre’s gesture should positively responded by implementing the projects with utmost care and sincerity. He advised the people of the district to have sense of fellow feeling and brotherly relations with each other.

State  PWD and UD  Minister Nabam Tuki, highlighting the status of projects taken up under  DoNER and NEC in the state, informed the Union minister, that the state being a very young and resource crunch state, it  has to depend heavily on  the NEC and DoNER and requested him to give more attention to Arunachal Pradesh.

The state in the last five years has made tremendous progress in developmental sectors in comparison to developments in last over 20 years for which the state leadership and the people in the helm at the Centre should appreciated by the people.               

The DoNER minister also visited DoNER project and schemes of Ziro, Yachuli and Yazali circles by road.

ANSU opposes appointment of ARRDA CEO

ITANAGAR, Apr 27: All Nyishi Students’ Union has demanded immediate revocation of appointment of K C Dhimole as chief executive officer of ARRDA.

The union in a memorandum to Chief Secretary said that despite repeated protests lodged by All Nyishi Students' Union in particular and other organizations in general against the extension of government employees’ retirement age, Dhimole, who was supposed to retire on March 31 last, has been reappointed as chief executive officer of ARRDA for one year on contract basis on April 1 last. Reappointment of Dhimole is a violation of then government notification (order No. PERS (C) 2/93 dated 11 Feb 1993 which decided to impose blanket ban on extension of services of Govt employees, the Union said while adding that such appointments cease the opportunity of the unemployed youths. It further said that the government is not serious about the growing unemployment  problems in the state and promotional avenue of in-service Govt employees.

ANSU appealed to the chief secretary to intervene in the issue and threatens to launch democratic movement if their demand is not fulfilled.

 

Subansiri Youth Festival starts

DAPORIJO, Apr 27: The three-day Subansiri Youth Festival started at the beautiful and small river Island in Kumporijo (Daporijo), Upper Subansiri yesterday.  The Festival is an initiative of District Administration headed by Deputy Commissioner, Upper Subansiri District with a theme “Youth for Social Change and Development”.

Cultural extravaganza, fashion show, games and sports activities representing various tribes like Tagin, Nyishi, Galo etc of Upper Subansiri are a major attraction.

Member of Parliament Takam Sanjoy who inaugurated the festival said that the festival concept itself seems to provide the younger generation on whom the future lies, a credible opportunity in showcasing the rich cultural diversities and stamina and potentials in people of Arunachal Pradesh. Sanjoy appealed the younger generations to keep pace with the changing time and situations without compromising on the tradition and culture. He opined that elected people are not only the leaders but everyone is a leader in one or the other way and therefore each and every generation must work to build the state and the Nation.

Sanjoy in strong words condemned the Daporijo MMS scandal involving some police personnel and urged every one not to give shelter to those who are involved in the inhuman and barbaric act.

Earlier in his welcome address the Deputy Commissioner of Upper Subansiri District A. Abhayankar has opined that such concept and occasion is needed in Arunachal Pradesh for providing credible opportunity to the younger generation on whom the social change and development mainly depend on.                

Parliamentary Secretary Tourism Gojen Gadi also spoke on the occasion as a guest of honour.

Minister of Health Tanga Byaling, MLAs Punji Mara, Tapen Siga, and Panchayat leaders among others were present.

 

RBPF and ABK approves Semen River as permanent district boundary

ITANAGAR, Apr 27: Ramle Banggo Peoples’ Forum (RBPF) conducted a peoples’ referendum meeting at Depi village, East Siang District today.

The meeting was chaired by Adi Baane Kebang (ABK) President Kangir Jamoh and attended by all central executive body of ABK, all district units ABK, ABK Youth Wing, ABK Women wing including GBs, Panchayat leaders of Adi dominated areas and other publics.

During the meeting, the house unanimously approved Semen River as permanent boundary of East Siang and West Siang district.

It was also resolved that members from ABK and Ramle Banggo Peoples’ Forum be included in the boundary commission if such commission/committee is initiated by the State Government.

The meeting also resolved that the public will not go against the creation of Lower Siang District if the proposed new district is created without disturbing the present natural boundary i.e., Simen river.  However, ABK and RBPF would go for democratic movement against the transfer and shifting of areas which presently fall under East Siang district, it added.

 

Moh-Mol celebrated with traditional fervor

CHANGLANG, Apr 27:  Moh-Mol, an agro based festival for bumper harvest, peace and prosperity was celebrated at Changlang district HQ on April  25 and 26  with traditional fervour and enthusiasm.

Attending the festival as chief guest, Honchun Ngandam, Minister for Horticulture extending  his greeting to the people of Tangsa community said Tirap and Changlang district are facing multifarious and social menace like opium and alcoholic addiction and low literacy which need to be taken care of. He advised people not to depend much on government jobs or contractual works as it has very limited scope.

The people should take advantage of nature’s gift, the fertile land and congenial agro climatic conditions of this region for self sustainable economy, he said and also emphasized on dignity of labour and work culture to cope of with the changing world in all respect.

The guest of honour, Leki Phuntso, Director IPR, said the tribes of Arunachal Pradesh celebrate festivals that are connected with the agriculture.

The ideology and belief behind every celebration are same therefore all community must put united efforts to achieve the goal through their hard works and endeavour.

While expressing concern over declining of flora and fauna, he appealed not to kill the animals and birds. He dissuaded people from practicing shifting (jhum) cultivation.

Kamthok Lowang, MLA Khonsa (East) speaking as special guest, advised the local people to preserve and learn their mother tongue. The teacher teaches English and Hindi in schools but the young generations are forgetting their own mother tongue he said while calling on parents to play a vital role.

He further said that people of Changlang and Tirap are far behind in all aspects compared to the other tribes of Arunachal Pradesh.

T Taiju, MLA cum Parliamentary Secretary IPR, informed that, there are thirty six sub-tribes in Tangsa community. But Moh-Mol is the common festival for all, which keeps all Tangsas united, he said.

P Khimhun, MLA parliamentary Secretary Geology and Mining, said the traditional dresses are a source to identify a person while advising people to preserve the traditional dresses. He advised people to participate whole heartedly during celebration of festivals to foster unity, love and prosperity among all sections of people.

Among others, L Tikhak, President Moh-Mol, Festival celebrations committee, Warina Kenglang ZPM, North and John Jugli ZPM, South all spoke on the occasion.

On April 26, the second day of festival celebration,  Deputy Commissioner Opak Gao, and SP T Amo graced as chief Guest and Guest of Honour.(DIPR)

 

Home stay operators conduct

exposure trip to Sikkim

ITANAGAR, Apr 27: A team of home stay operators from Ziro who went to Sikkim for a two-week exposure trip returned today after a rich learning experience. The trip was sponsored by Ashoka Trust for Research in Ecology and Environment (ATREE), Darjeeling under a community-based ecotourism project being implemented by Future Generations Arunachal (FGA).

The team of six families who have started home stay  programme in different villages of Ziro area, led by Dr. Tage Kanno, Executive Director, FGA visited some of the villages best known for their success in ecotourism, including Yuksam (West District), Kewzing (South District) and Pastanga (East District). Apart from  gaining firs hand experience about the nuances of home stay operation, the team had interaction sessions with the managing committees in the villages – Khangchendzonga Conservation Committee (KCC) in Yuksam, Kewzing Tourism Development Committee (KTDC) in Kewzing and Khera Ecotourism and Eco-development Promotion (KEEP) organization in Pastanga. The team was accompanied by Akai Mao of ATREE, Darjeeling.

Some of the highlights of the trip included the visit to the Zero-Waste Management project in Yuksam and the study of preserving Bhutia and Rai traditional houses in Pastanga.

On their way back, the team also visited the ATREE office in Darjeeling and had a wrap-up session with Suman Rai, Regional Director who encouraged the team to keep carrying out some activities, however small they may be. Such small activities, he said, will bring big changes in the long run.

It may be mentioned that the community-based ecotourism project had been started in February 2010 at Ziro. Under the project, various places of interest and trekking routes  have been identified and research is being carried out on the background of these places for documentation. Road maps of all the villages in addition to that of Hapoli and Old Ziro township have been prepared using Global Positioning System (GPS).

The project aims to promote responsible tourism so that it contributes to preservation of the tribal culture and their pristine environment. It will also encourage rural people to start livelihood activities like homestays, handloom and handicraft productions with a view to ensure that benefits of tourism percolate to them.

 

MDMI lauds ‘Micro finance bank’

ITANAGAR, Apr 27: The NEFA Thrift  and Credit Co-operative Society Ltd, Nirjuli, a micro finance bank, has received appreciation from the Manpower Development and Management Institute (MDMI) for Cooperative Banks in the North East. Basically, micro bank extends financial supports (loans) to its nominal members who run various kinds of business like vegetable, grocery shops in and around Nirjuli market on a certain percentage.

The Director, MDMI, Dr Jimut Bahan Dutt who paid an informal visit to the newly established micro bank at Nirjuli today appreciated the performance of micro bank after its establishment in January last this year. Dr Dutt suggested the board members to expand its wing so as to reap more benefits. However, he cautioned them to take precaution while dealing with their clients and on various legal aspects related to banking. He also expressed his desire to make NEFA Thrift & Credit Co-operative Society Ltd to an urban bank in near future.

Arunachal Pradesh State Co-operative Bank Ltd Managing Director, Tsering Thongdok, who accompanied Dr Dutt, also suggested the members on various aspects related to financial banking and its methodology.

Earlier, the Chairperson of NEFA Thrift & Credit Co-operative Society Ltd, Nabam Amzi appraised the visiting guests in detailed about the functioning of micro baking and urged them to extend supports.

 

IGNOU going strong on skill development and vocational education

ITANAGAR, Apr 27: “The Indira Gandhi National Open University (IGNOU), in addition to providing higher education at the Graduate, Post-Graduate and Doctoral levels, has a strong presence in the skill development and vocational education sectors across the country. This is reflected in the number of Diplomas and Certificates awarded by the University during the last five Convocations. Out of the seven lakh qualifications awarded by the University in the last five years, 2.5 lakh (35 percent) were graduates and above, and 4.5 lakh (65 percent) were Certificates and Diplomas,” said Prof. V.N. Rajasekharan Pillai, VC, IGNOU.

This emphasis on skill development is well in line with the objectives of the University delineated in the IGNOU Act, 1985: “To strengthen and diversify the Degree, Certificate and Diploma courses related to the needs of employment and necessary for building the economy of the country on the basis of its natural and human resources; provide education and training in the various arts, crafts and skills of the country, raising their quality and improving their availability to the people”.

A seamless transition from the Certificate/Diploma to higher-level university degrees is also intended through such activities. The course-credit pattern and the modularity of the various courses, which constitute several programmes leading to a qualification, were in vogue in IGNOU from its very inception. In this connection, it is very important that the University system should promote the Diploma to Degree transition for aspiring Diploma holders. In the technical education system, there are avenues in specific universities for Diploma holders to join at the second or third year of the Engineering Degree Programme. A similar pattern is necessary for the conventional universities and the Open University System as well.

The fact that a vast majority of these Diploma holders are working people from industry or working in grassroots-level organisations lends further credibility to this proposal. Making Diploma or Advanced Diploma holders eligible for admission to a University Degree has been an established practice in higher education systems all over the world. In the US University system, 46 percent of the admissions to University Degree programmes are through the Associate Degree (Credit equivalence to the Advanced Diploma) programme of the vast and robust network of Community Colleges over there. This will be a major step towards linking the skill development sector and vocational education with higher education, that is the major forte of the University System.

In the proposed National Vocational Qualification Framework (NVQF) of the Ministry of Human Resource Development, this transfer from the vocational sector to the higher education sector is being facilitated. Certificate (16 credits), Diploma (32 credits), Advanced Diploma or Associate Degree (64 credits) — which is a terminal qualification — are the qualifications prevalent in the skill development and vocational education sectors. The difference between the Advanced Diploma and Associate Degree specifications are that the Associate Degree provides additional content, which will make the candidates well-prepared for University education in the concerned discipline.

A look at the Statistical Bulletin on the 2010 status of the Open University System of China  indicates that the Associate Degree, which is in between the Certificate and Bachelor’s Degree, is the largest qualification base over there. In 2010, 4,12,400 students graduated with an Associate Degree, 6,914 received a Bachelor’s Degree and 38,000 received Certificates from the China Open University System.

“Similar possibilities of acquiring  two-year Associate Degree/Advanced Diploma qualifications and making students employable in the work-sector and at the same time giving them opportunity to acquire a higher qualification from a University, as and when they want, are in existence in all developed and fastly-developing countries. IGNOU has initiated the two-year Associate Degree Programme through the Community Colleges in line with the recommendations of the National Knowledge Commission and the Planning Commission, Government of India. After a two-year-long academic deliberation involving expertise from all over the country, we formally launched the programme in 2008. The first Associate Degrees was awarded in the 22nd Convocation of the University,” he added.

Such efforts in skill development that provide multiple horizontal and vertical pathways for mobility are very necessary for making people employable and enhancing the Gross Enrollment Ratio (GER). The Governments of Haryana and Madhya Pradesh, Indian Army, Indian Navy, M.S. Swaminathan Research Foundation, Jindal Education Initiative, Ministry of Textiles, Government of India, Apparel Promotion and Exports Council (APEC) of India and about 300 Civil Society Organisations in the public and private sector are the partners.

 

AISU and AIPU demand action

ITANAGAR, Apr 27: Arunachal Indigenous Students' Union (AISU) and Arunachal Indigenous People's Union (AIPU) have appealed to the Bar Council of India to constitute a disciplinary committee against advocate general Nilay Dutta  for  his alleged ‘professional misconduct’ and giving improper advice to state Govt.

In a letter to the Bar Council of India Chairman Gopal Subramaniam, both the unions alleged his involvement in nepotism and red-tapism by giving improper advice to the state on the court judgment.

Gauhati  High Court had directed to Union of India (UOI) and Food Corporation of India (FCI) to release the undisputed amount of Rs. 62.03 crores to the state govt. in February last year. Though the FCI / UOI filed SLP in the Supreme Court to set aside the aforesaid order, the SC finally upheld the High Court order.  But the AG did not inform and explain the court order involving Rs 62.03 crore, before the state Cabinet meeting held on April 10 last, the unions claimed.

They alleged that he used to hide the fact of the court orders and give wrong direction to the state govt. As a result, the state Govt.  did not bother to look seriously into the series of Court orders.  

Today the state government is in embarrassing situation of attachment of state properties, contempt proceedings by the court and a huge interest to be paid to decree holders to a tune of Rs. 100 crores.  Due to non-release of pending HTS bills, the carriage contractors and their families has become bankrupt and hope and aspiration of their families shattered,  they claimed.

Both AISU and AIPU appealed to the Bar Council of India Chairman to take action against Advocate General as per the Advocate Act 1961.

 

Solar lanterns distributed

NAMPONG, Apr 27: The 18 Assam Rifles under its Military Civic Action Programme distributed 50 solar lanterns to the villages that are facing constant power failures here on Tuesday.

18 AR officiating commandant Major KJ Saju along with Major Vaibhav Singh, Nampong BDO W Tangjang, public leaders Aboo Kimsing and Seno Sena distributed 50 solar lanterns to villagers from Wintong, Old Longchong, New Longchong and Motongsa.

The constant power failure and lack of power in some villages has made the students difficult to study that’s why we opted to distribute solar lamps so that these students can study properly, informed Saju.

On several accounts, the 18 AR has come forward to contribute for welfare of the regions and we will always be indebted for their constant support in all round developmental activities, said Kimsing.

 

AAPUTTA submits 6-point memorandum

ITANAGAR, Apr 27: All Arunachal Pradesh Unemployed Trained Teachers Association (AAPUTTA) has demanded for early recruitment in Senior Teachers posts. The Association said that 100 posts of ST were approved by the state cabinet last year.   

In a six-point memorandum submitted to state Education Minister the Association further  demanded cancellation of appointment of assistants, juniors and seniors teachers, who had been  appointed on officiating basis in various Govt. Schools of the state and  re-appointment to the same posts through proper recruitment.

It further demanded immediate cancellation and termination of all waiting list candidates of Assistant and Junior (both Hindi and Humanities) teachers of the recently concluded interview, conducted by the Department of School Education.

It said appointment of waiting list candidates after the expiry of six months from the date of declaration of the interview result is complete violation of recruitment rules of the education department. Such appointments after the expiry date completely ceased the path for creating job vacancies and completely deprived the unemployed youth to participate in open competitive interview in days to come, it added.

It also demanded early fixation of exact waiting list duration and proper implementation of both promotional rules and recruitment rules.

The memorandum further added that, preferences should be given to the DIET, B.Ed and M.Ed certificate holders in teacher's interview in near future and in SSA also, regularization are to be made to those Assistant and Junior Teachers who have possessed DIET, B.Ed and other equivalent certificates.

AAPUTTA appealed the minister to look into the matter before May 15.

 

Workshop of UNESCO and MacArthur Foundation Project in NERIST

ITANAGAR, Apr 27: The final workshop of UNESCO and Mac Arthur foundation funded project “Cultural landscape: The basis for linking biodiversity conservation with sustainable development in Arunachal Pradesh” was organized by Department of Forestry, NERIST in collaboration with all partner institutes yesterday.

Prof. P.K. Das, Director, NERIST who inaugurated the workshop as the chief guest emphasized on the significance of cultural landscape project and its scope in understanding the culture dynamics of the state. He stressed that culture of the indigenous communities and their traditional knowledge system need to be preserved for the future generation.

Prof. P S Ramakrishnan, JNU said that the project is part of a long-term research initiative on biodiversity management linked with sustainable livelihood/development of traditional societies living in the north-eastern hill region including Arunachal Pradesh.

Aspects of study emphasized on the urgent need not only to conserve and sustainably manage biodiversity, but also to take urgent initiatives to get some of the unique eco-cultural sites (cultural landscapes) recognized as’ global heritage sites’. Apart from UNESCO which has long been involved in such a global effort, in more recent times FAO has also stepped into the global arena to have ‘Globally Important Agricultural Heritage Systems (GIAHS) recognized as world heritage sites. Both these two opportunistic pathways should be explored to have as many world heritage sites as possible from the region.

FAO has already expressed its interest to have the Aptani Ziro valley centred landscape complex along with some of the surrounding hill regions too put on the world map through their GIAHS initiative.

Some of these considerations have been the basis for the long-term research initiatives taken by Professor Ramakrishnan along with a large team of scientists from the region and elsewhere.

During the workshops various presentations were made by the partner institutions on their respective study sites of the cultural landscape. Prof. K S Rao, Delhi University; Dr. P K Samal, Scientist incharge of GBPIHED and G Pangging, Asstt. Professor, Department of Forestry, NERIST made presentations.

The Swiss Honeymoon

It is like “Who dunnit” atmosphere after Julian Assange declared to make names of Indians with Swiss bank account public.  It is really pathetic to know that Indians has the highest number of Swiss bank deposits when the countries’ economic condition is not improving. Day by day, months by months poor is becoming poorer and rich are becoming richer.

A businessman Hasan Ali has an account of 8 billion dollars of black money in Swiss bank accounts.  This might be only one case. There must be million owners of Black Money who are becoming richer and richer. The Supreme Court is very correct to rebuke government by saying "You say different agencies are looking into the issue. Till now what these agencies were doing? Are they sleeping?

Here we can also take the example of Farmers suicide in India at the time which can also be due to immense poverty. At least 17,368 Indian farmers killed themselves in 2009, the worst figure for farmer suicides in six years, according to data of the National Crime Records Bureau (NCRB).

This is entire negligence of the government who was giving the poor more reasons to be poor and the corrupt rich the perfect Swiss honeymoon, married to corruption!

The website and their diseases

Dear Editor,

I'm very sorry to say that most of the websites of our state look very primitive and weak. Anyone can hack into those websites. Even their presentation is not satisfactory.

I've been visiting the sites like http://apdhte.nic.in/dhe.htm, www.arunachalpradesh.nic.in and other websites of various institutions, and every time I get disappointed.

Take the recently launched www.nesports.in.  Even the introduction written on the home page has many grammatical mistakes. For example "The Games will see human skill and above all of courage and uphold the spirit the northeast game and seeds of equality and friendship. This is an occasion to essential spirit of Northeast Game. May this spread peace equality among all people and May this participation will spread friendship....." and "following athletic events held at Rupa this morning and their results as follows. "

Can they please correct such mistakes? I don't know where they learn such English from? Even their presentation is too simple and the contents are not satisfactory. I hoped that I could view some action Highlight videos on the HIGHLIGHTS content, but was too embarrassed to see only few lines on introduction about the game. I was very excited to show this site to my friends, but I can't, because I don't want to ruin my state's status.

And about the State Govt. site and the APDHTE site, I am seeing the same page and contents what I saw last year, with only few new contents. I don't know whether it is updated or not. APDHTE site looks all messed up. There is no proper categories and contents too are on very small fonts. I've to search through the whole site line by line to look for what I want. Please mend it as soon as possible. There are many aspiring and capable IT engineers walking on streets.

So, I'd like to suggest the Authorities to advertise before developing any site, so that every IT engineers could get a chance to place their foot on IT- sector in our state. And launch site only after proper comparison and selection.

Also, I'd like to ask the APDHTE, whether we're going to get NEC scholarship or not? I request them to publish proper notice about the status of the scholarship. And I request student bodies like AAPSU to take up the issue, because just like me, there are many students who have applied for the NEC scholarship, because it pays more than AP Govt. stipend.  But this year I don't feel they are willing to grant us the stipend.

The funny language and its funnier usage

Dear Editor,

It is ridiculous if one go through the application forms of various government offices of Arunachal Pradesh wherein numbers of silly mistakes are being committed by certain clerks, which looks odd.

Application forms for issue of new/ renew/duplicate ration cards in the office of the District Food & Civil Supplies, East Siang reads as

Declaration by applicant:- “ I solemy desire that the above information furnished by are correct and donot  possed and ration card of family members mentioned if any mistake detected in due course of any Ration card liable to be cancelled.

Recommendation: - The applicant is an residing / employees of village/ Deptt. of the details of family with the applicant has been from service book/household survey.

Who are the people responsible for these silly mistakes?

Are the educated and obedient typists taking their profession casually or is the concerned officers  who deliberately make  faulty draft?

As we all know that English is a funny language, we should at least keep in mind the proper usage of word, sentence, punctuation so that the message is conveyed corectly. Misuse or ‘improper use of punctuation may totally change the meaning of the whole sentences.

In the recent Class-VIII home exam which concluded on 18th, a sub-question read, “Why does Maya thinks Mr. Nath is a cook? Why does she say the Sunday visitor is?” This very question would have confused the tender mind of the learner if necessary correction was not made before it was distributed amongst 68. The typist typed ‘cook’ for crook.

Secondly, it is awful and very funny to look at the entries of ugly writing in the original documents like Death/Birth certificates, PRC, STC, Income and other certificates issued by concerned offices which are to be retained and preserved as one’s dossier.

I request the concerned authority to at least check the content once again for a error free printing of the relevant forms. I also request the issuing authority to assign a good calligrapher for writing necessary entries/text in the important documents or such documents should be computer generated.

When we ran before we learnt to walk

Dear Editor,

Arunachal is a society undergoing a drastic transformation; we have jumped from nowhere age to computer age. People have not got the enough opportunity to assimilate the true values of changing life. Opportunity has been wide open to any one to do anything in any field- in good or bad sense. But the trend of society has been nothing but easy going and easy money. So called intellectuals have done nothing to qualify themselves as true intellectuals,the so called leaders are only there to occupy the post of elected Representatives giving nothing to society in true sense of leaders. Be it bureaucrats, technocrats or so called leaders of the society- all have been busy and using their posts and positions to amass ill gotten wealth. The so called watchdog of the society- student unions are nothing more than playing fields to learn when to bark and  whom to bark- pawns in the hands of politicians and so called rich people. And merit has no place in the society as of today.But how long a society like ours can go on like this. Time has come to think where we are going and what we will be in next few decades. But does it really matters to any one of us. What ever it may be we all need to think and ponder and ask ourselves what I should be doing. If you can do anything good at least you can refrain from doing something bad to society or some one living near you. God save us!!!

Awareness campaign on RTI

PASIGHAT, Apr 27: Aane Siang RTI Activist Forum (ASRTIAF ) has decided to launch awareness campaign at various places of Siang belt to bring more awareness on Right To Information(RTI) for a transparent and healthy society.

 

SIC’s interim order

ITANAGAR, Apr 27: While hearing a complaint lodged by East Kameng District Bharatiya Janata Party Yuva Morcha president Loku Sono on delay in furnishing information relating to expenditure involved in construction of storm water drainage system and infrastructure development of Seppa township, Arunachal Pradesh Information Commission in an interim order asked the PIO of urban development department, Seppa to furnish the information sought within one month.

SIC in its recent judgment further said that all the documents should be furnished free of cost which is applicable u/s 7 (6) of the RTI Act 2005.

 

Awareness campaign

ITANAGAR, Apr 27: The proposed tree plantation drive cum awareness campaign of All Papum Pare Youth Association (APPYA) at Doimukh has been deferred to April 29. Earlier it was proposed to be held on April 25.

Parliamentary Secretary, Industries Nabam Rebia and DFO Tasso Sera would attend the function as chief guest and guest of honour.
